Where is SDK build 84853?

Hope anyone can help. Recently I got a mail says "We're pleased to announce that SDK build 84853 is now available on your private download site" what private? where private, I just know [link] and there is nothing on it? why private is not round 2 open to all? I did some Googling but nothing!
