Its not really paying for the app itself. The payment is for something you order through the app. You can't put that in the marketplace? that's rough.

To build the SDK for Windows, look at this: [link] It's a bit old but step #2 is still "mostly" valid except you MUST make sure cygwin is in binary/unix mode and not text/dos mode. Also the main script moved:
